RefundRules

Information, not legal advice. RefundRules summarizes US DOT rules from 14 CFR Part 260. It does not know your ticket, the airline's records, or facts you leave out. Confirm with the airline and the DOT before relying on it.

Booked through Expedia or another agency? Who owes the refund

The merchant of record matters for who must refund you.

Who must pay

The fare refund duty in 260.6 falls on a covered carrier that is the merchant of record. If you bought through a travel agency or booking site that charged your card, the airline's 260.6 duty may not apply directly; ticket agent duties are in other DOT rules.

14 CFR 260.2 (Merchant of record); 14 CFR 260.3; 14 CFR 260.6(a)(1)

Which flights are covered

Part 260 covers scheduled flights operated or marketed by US or foreign carriers to, from, or within the United States.

14 CFR 260.2 (Covered carrier, Covered flight); 14 CFR 260.3
